Structural Civil Engineer

A new 350 bed prison, Eastern Goldfields Regional Prison located in Kalgoorlie, Western Australia, delivered as a full service Public Private Partnership PPP.

This multi-category facility houses men and women in minimum, medium, maximum and open security accommodation. The project includes special design considerations for green star initiatives and indigenous issues.

Our role on the project is as technical engineering advisor to Department of Treasury. Structural, civil, hydraulic, mechanical, electrical, ESD, vertical transport, and fire engineering design is our scope.

Over and above the project complexities of a high security prison, this project faces additional challenges, including the close proximity to an airport runway, as well as extreme environmental conditions.

In our role as technical advisor, we have worked with a multi-disciplinary state and consultant team to develop and maintain strong working partnerships. This was achieved by:

  • Clearly defining engineering performance standards for project proponents
  • Decomposing complex engineering concepts for non-technical stakeholders
  • Actively contributing to planned projects communications through face-to-face meetings, technical report writing and status reporting
  • Thoroughly reviewing the fit for purpose alternatives offered by the project proponents.
  • Analysis of the existing infrastructure and liaison with public utility providers to establish the full extent and cost of offsite upgrading required to adequately service the new facility.
  • Input to the public sector comparator price for the states reference project to allow proper assessment of the PPP bids

Assure Partners, consisting of Capella Capital, John Holland, Pindan and Honeywell, has recently been selected to design, construct, finance, and maintain the new state-of-the-art prison.
